At 2236 hours (10:36 p.m.) Friday, February 8, 2013, Police Officer Joshua Phillip Lynaugh1, Badge No. 686 (same badge as worn earlier by his father), and his partner Justin Langevin Rangel2, Badge No. 810, were on patrol in the 1100 block of Edgerton Street between Jessamine and Magnolia Avenues in the City of Saint Paul when they noticed a suspicious male. Upon turning their squad around, the subject had fled on foot. Lynaugh pursued the suspect, along with a K9 unit, to the area of Jessie Street and Geranium Avenue where the party was apprehended. Shortly thereafter, Lynaugh became ill. He was transported to Regions Hospital at about 2300 hours (11:00 p.m.) where he was treated for a heart condition which required immediate surgery. He underwent the surgery but died from complications eight days later, at 0301 hours (3:01 a.m.) on Saturday, February 16, 2013.

Born on August 25, 1982 in Ramsey County, and raised in Stillwater, Washington County, Minnesota, thirty year old Joshua Phillip Lynaugh had been with the Police Department since October 1, 2007 (five years), and was known as an exemplary police officer by his Eastern District supervisors. Admired and respected by his colleagues, “Josh” twice received the Saint Paul Police Department’s “Life Saving Award”, as well as sixteen other commendations and letters of appreciation, including one Department “Medal of Commendation” received in 2011. Prior to his employment by the Saint Paul Police Department, Lynaugh was a correctional officer for the State of Minnesota Department of Corrections (2003-2004), as well as for the Ramsey County Sheriff’s Office (2004-2007).

Unmarried, Officer Lynaugh was survived by his father, retired Police Sergeant Timothy Philip Lynaugh3; his mother, Lorilee; brother, Brian; and sister, Melissa. His funeral was held at 1000 hrs. (10:00 a.m.) Friday, February 22, 2013, at the Cathedral of Saint Paul. The “Gentle Giant” is buried at Fairview Cemetery, Stillwater, Minnesota.
